Lets say if Bill Clinton wanted to appoint Hillary to a cabinet position could he have done that or is that not allowed .

Not allowed. (Can't appoint the First Lady to be U.N. Ambassador either. Sorry House of Cards).

Edit: Though the Trump administration has of course made a dubious finding that the law does not prevent the President from appointing family members to White House staff positions.

So was the law passed after the RFK appointment because he was JFK brother and he was Part of the cabinet

Yes, just as the 22nd Amendment was passed in response to FDR.

You also can't appoint someone as SecDef if they've been in the military in the last 7 years. He probably could have gotten a waiver for her through Congress if there were enough Senate votes to confirm.
