Trump pretty clearly has no understanding of military service, but understands well that many of his voters served in the military or strongly support the military and tried to play to that. Remember "I like people who aren't captured"?

     I would tend to agree with this interpretation. I don't think Trump meant any disrespect, but rather he gravely misunderstands military culture. I might do something similar, intending to congratulate the veteran on receiving the award instead of doing so for receiving the injury, without thinking in the moment that these things are inextricably linked.

This is extremely problematic given that he's the chief of the military. It's just embarrassing to witness.
