They are both kind of irrelevant on the national level, and bland as well. I get the backbencher vibe from both of them.

Richard Burr is the chairman of one of the senates most important committees, I don't think he's a back bencher...

All the words you are using to describe them (bland, irrelevant backbenchers) applies to dozens of other Senators. Bob Casey is the Democratic Mike Enzi, Richard Burr is the Republican Jack Reed, whatever.
Bernie Sanders is the Socialist Ron Paul.

Casey is at least interesting for being quite socially conservative for a Dem senator. Burr is nothing more than generic R. I'd say someone like Jack Reed is the D version of Burr.
