"The neocons" don't need to be stopped, they barely exist anymore. Neoconservativism is effectively a dead ideology with people like John McCain being the equivalent of people who still vote for communist parties in some European countries.

"OMG but what about Trump's attack on Syria?"

It's possible for people who are not neoconservatives to authorize military actions you do not agree with. The term is a very explicitly defined ideology, not just another term for "hawk".
