If NATO must exist, there seems little real liability in admitting them, and it guarantees us that sliver of the Mediterranean.

I agree. It might antagonize Serbia, and by extension, Russia. That's not the fault of the Montenegrins though.

If they want to then sure. While they may have been dragged in without a referendum, the status quo bias almost certainy means the majority will support staying in now.
