We're talking about politics here. Kennedy is further left. Therefore he's better. This isn't "who's better as a person." It's "Ted Kennedy vs Birch Bayh". Personal politics plays a huge role in it. If it was "Who's better as a person" then the question is equally easy in favor of Bayh.

Birch Bayh. He was plenty left-wing enough, and he was one of very few people who had the chance to amend the Constitution.

I also like Bayh more, but come on. Carter lost by close to 10 - It's not as if Kennedy's primary challenge was all that definitive.
