I'm not sure who'd vote HA aside from some ideologically purist libertarian Republican or a klan member.

Why would a libertarian have a problem with voting rights? Opposing the 1964 CRA for libertarian reasons makes sense, but I can't see the argument for the voting rights act.
OMG SCARY FEDERAL GOVERNMENT, basically.
