Let's say in the Senate, we had 20 Republicans, 20 Dems, 20 Greens, 20 Libertarians, and 20 Constitutionals, and the VP was a member of the Reform Party.

And also in the House, there are 87 of the 5 parties that are in the Senate.

What would be the majority in each of those?

Depending on whoever the Libertarians sided with .

From 1980-2004: They side with the Republicans
From 2004-2010: They side with the Democrats
From 2010-2018: They side with The Republicans
From 2018-Till First midterm of the next Democratic President: They side with the Democrats

If this somehow happened you'd see a dynamic similar to other multi-party governments (like the Italian Parliament). A right-wing and a left-wing bloc would form, with Republicans, Libertarians and Constitutionals (?) forming a conservative majority while Democrats and Greens would form an opposition bloc. The Libertarians, as Old School Republic mentioned, would probably be the 'swing' bloc.

20 Libertarians plus twenty Democrats and Republicans plus eleven Greens and Constitutionalists(?). A platform focused on civil liberties, non-interventionism, and free trade is signed. Libertarian Senate Leader Gary Johnson leads the Senate and works with Vice President Rocky de la Fuente.
