I'd say Mitt Romney for sure. The other four are pretty terrible.

If I had to rank, I'd say:

1) Kerry
2) Clinton
3) Romney
4) McCain
5) Gore

Kerry
Gore
Clinton

Romney
McCain

It's really hard to decide between the three democrats, as they all had big flaws and were all huge flip-floppers/panderers.  Strictly on platform, Clinton.  Based on integrity+platform, probably Kerry, Gore, Clinton.

Then Mitt Romney in the four slot, because while he's heartless in a way McCain is not quite, he's not an insane warmonger and is kind of pliable.  Still close though.

1. Al Gore (Best because of climate change advocacy)
2. John Kerry (Meh, he was good)
3. Hillary Clinton (Reeked of corruption, but was still pretty good)
4. John McCain (Fake moderate, but not terrible)
5. Mitt Romney (Not terrible either)

Romney, without a question. When McCain lost to Obama, I could've cared less; I reluctantly voted for him and never liked the guy. But when Romney lost, I was shaken, angry, and sad, and it took a few weeks to get over it. Romney is a brilliant successful man, analytical, data driven, great executive, and most importantly, a man of outstanding character. He would have made an amazing President, the best since Reagan. Unfortunately, the liberal media slandered him as a racist/sexist/dog killer/old people killer, you name it. And he did not do a good job of defending himself. The Trump presidency is the ultimate payback to liberals who slandered Romney; now they have someone significantly worse.

Kerry and McCain; they were the losers I voted for.

Gore and Romney are about equal, although Romney lied more.

They always say Americans either "see a President in you, or they don't". I think Romney and Gore were very close.

John Kerry, John McCain and Hillary Clinton not so much.

There's no choice for me. I would not want any of them to become President; none of them is my "favorite," in that sense.
I respect McCain's war service. I pity what the Supreme Court did to Al Gore to prevent him from finding out whether he would have won or lost.
But I am pessimistic about whether any of them would have appointed great legal minds to the Supreme Court.

Voted Gore mostly because of climate stuff; I actually like Clinton now though.

1. Mitt Romney
2. John McCain
3. Al Gore (1990s Gore wasn't that bad)
4. Hillary Clinton
5. John Kerry

Romney and McCain are amazing. The other 3 aren't that bad actually. All of them probably would have been better than the presidents we actually got in the 21st century, even though I would have voted for Bush twice without hindsight. I'm not counting Bill Clinton btw.
