This is a very common sense proposal, and I look forward to the South following suit in the coming days. Medicaid Expansion has proven itself to not only improve health aspects, but to pay for itself time and time again based on these aspects. The expansion of Medicaid in many Fremont states has covered millions of Atlasians, and this will help solidify that those hundreds of thousands of citizens of whom still lack coverage, will be protected.

On the issue of cost, the expansion in these areas will cost nothing for the first couple years, then the Feds will cover only 95%, and then a few years later it goes down to 90% and stays there. While it can (and has) come as a shock to states (regions) whom do not set aside funds for this after a couple years, Fremont's extraordinary surplus, growing economy, and large populace should allow for it to easily sustain this.

I look forward to seeing these hundreds of thousands of individuals obtain the healthcare they deserve.

My thanks to the Speaker.

Quite plainly, the purpose of this legislation is to begin the expansion of Medicaid to families whose annual incomes add to less than 138% of the federal poverty line, as provided for by the Patient Protection and Affordable Care Act. My colleague the Governor of the South duly notes that the passage of this legislation would provide access to quality medical care for hundreds of thousands of our most vulnerable citizens, as evinced by the success of Medicaid expansion in several of the states of our Commonwealth. If there are concerns about funding, I would remind the house that (a) the overwhelming majority of the cost burden will be borne by the federal government; and (b) Fremont has a truly enormous surplus as result of spending exactly $0 in the last fiscal year, so we should be able to afford this quite easily, especially considering the rapid growth our region has seen since my inauguration.

I rise to support the bill. This is an excellent proposal and will see a tangible and meaningful improvement in the lives of thousands of our citizens. Prudent fiscal management has placed our Commonwealth in the unique position of recording low unemployment relative tot he rest of the nation, strong growth, and stable finances. All of these preserve the strength of our comprehensive and crucial social welfare system.

I hereby support the bill.  While I am generally skeptical of increasing government expenditures, this choice seems both affordable and necessary for the health of the poorest citizens of Fremont.

I join my colleagues in support of this bill. It is a moral imperative that we do everything that we can to expand access to healthcare for the most vulnerable among us. This is a common sense proposal that does just that, and it has my full support.

Order! The motion is agreed to.

The question now is that the bill be passed. As many as are of that opinion, say Aye; those opposed, Noe. Division!
