Can't really complain about this. It's refreshing to see so many new players getting involved and watching so many folks interested in seeking the Presidency. This amendment helps keep that healthy flow of Presidents running fluidly.

I don't know of any President that has even attempted to serve more than two terms. It's a job that no one really desires after even one term, if they are good at it. There was a pretty lengthy discussion on this in the ConCon, I'll update this when (if) I find it.

The basic purpose of this amendment is, as Senator R2D2 said, to keep the flow presidents running fluidly.  I generally oppose term limits (or term breaks) and would not support them for other offices, but I think we can reasonably ascertain that the presidency is a unique position that should not be "hoarded" by any one person.  By requiring term breaks, we open the door for more people to run for the presidency who would otherwise be reluctant to challenge a sitting president, including those of the same party as the president.

This seems like a solution in search of a problem to me. If it's never been a problem historically, why do we need this legislation?

     IRL, we only got this amendment when we finally had a President serve more than two terms, with FDR starting his Presidency almost 150 years after the ratification of the Constitution. Would we anticipate a movement to pass this amendment if Atlasia ever had a three-term President? If so, we might choose to head this off by just passing an amendment now.
