In 2016, there were a total of seven electoral votes which went to neither Trump nor Hillary (2 on Trump's side, and 5 on Hillary's side). Since Trump's pledged number of EVs was 306, faithless electors did not have any effect on the winner of the election. This made me wonder: what if the winner had 275 or less pledged EVs? Would that have reduced the number of faithless electors, or would that have handed the election to Congress?

Hillary lost some EVs to faithless electors too. The only reason the narrative was pushed was in light of Trump's decently sized EV victory, in a closer race, the movement probably doesn't happen.

There are 0-1 faithless electors on the winner's side,  2-5 on the loser's side. The winner's electors will not risk their pledged candidate losing to the greater evil by voting against him/her. The loser's electors will feel just as free to vote against their candidate, however.
