I assumed some level of vetting was already going on? Why else do his 2 parters that are all the same sentence come like 15 minutes apart, consistently

Almost certainly for the best. The perpetual chaos strategy works better in opposition than in government. It would get very old very quick, if not for the media playacting the part of Pavlov's dogs.
