We signed this convention back in 2006 but, unlike virtually every other major country,  never got around to ratifying it.

     Doing a little research, I notice that there was also an optional protocol that we never signed. This protocol establishes a mechanism for individual complaints. I don't know what our government does in respect to that, so is this optional protocol something we could benefit from joining?

I don't have a problem with joining the Optional Protocol, but I think it'd require a presidential signature before we could consider it.

     At any rate, I would imagine we have some statute that would cover this need already. Probably the Americans with Disabilities Act, or else it would be totally useless as a law.

I struggle to find words for comment on legislation that already has my full support. Tongue  But I'll be voting in favor of this.

     Like the convention itself, my understanding is that the proper procedure would be for the President to sign it and Congress to subsequently ratify it.

Before we move to a final vote, I'm curious if we would like to ask the president if he's willing to sign the Optional Protocal, and then amend this bill accordingly.  Unless the rest of the Senate feels that joining the OP wouldn't be necessary.

     I notice that Chad and Cameroon have signed both the convention and optional protocol and ratified neither. I would surmise based on this that there is no difficulty in the President signing the optional protocol now and us ratifying both with a single resolution.

I believe the idea is that the USA morphed into Atlasia once the game began, so any time before like 2004 is when the USA existed.
