Asking for a friend...

The first one is likely to have a competitive congressional race (but nothing else) that could be a bellwether for control of Congress.

The second one is a safe district but has outside chances of competitive Senate and gubernatorial elections.

PA-01 doubtlessly. Not only relevant for Senate and gubernatorial elections but also for presidential elections.

The only fun part about California is the jungle primaries and voting in the top two. Sure, it won't usually be competitive, but it's quite a bit more interesting.
