That depends on what 'modernize' means. Atlas could use more functionality and some minor theme changes, but tbh I've kinda gotten used to the current theme. It's not so bad.

Atlas runs on a pretty old version of SMF (1.21), and it would be nice to upgrade to 2.0, but that would probably take a decent amount of work for Dave to do considering he has custom-modded this version.

Nah, I don't think any of the forum's serious problems are related to its lack of technological advancement, and I actually like its look quite a bit.

The forum should be able to handle traffic during election times, like midterms and general elections. It always crashes, and I think that's counterproductive to part of its whole existence.

At least, a server/network upgrade is long overdue.

Yes, he needs to replace it with a responsive design so that it's mobile friendly, there is only one button with an ugly ass hamburger menu, and you can only see 20 words on the screen at once. /s

It doesn't crash on midterms, just presidential election nights (and just the general election, not the primaries).  E.g., here's the 2014 midterm results discussion thread:

I don't see any gaps in time from the forum crashing.

No, why?  It seems fine as is.  The only area he does need to modernize (if it can help) is to ensure this site doesn't freeze every four years on Election Day due to heavy traffic.

There would be a lot of decent features - the ability to recruit posters to a thread by tagging; an ability to see all the threads that you've posted in with new posts, a like function etc.

Although mostly it needs a reorganisation of the boards.

Modernize? No, I like the current style. However, there are a few things it could improve, like preventing people from being able to delete their own threads.
