This is a straight-forward bill to add clarity to the terms of our regional senators. Since the election of senators is a power reserved now fully to the regions, it is our responsibility to regulate when a term shall commence and the terms of persons appointed or elected to fill casual vacancies.

This bill would continue the established tradition of federal office holders commencing their term on the first Friday of the month immediately following their election--in line with the House of Representatives and the President and Vice President. I, personally, think it is good to have synchronization with all federal positions.

In addition, the bill specifies that someone either appointed by the Prime Minister or elected in a special election to fill a casual vacancy shall assume office as soon as they are appointed or declared elected, respectively.

The final provision ensures a lock on activity by having a seat declared vacant if it is not taken within three days of the applicable date. This might be seen as too severe a timetable, and I am open to hearing other time frames.

I think this bill is quite uncontroversial but also quite necessary and commend it to the House.

This is indeed a prudent piece of legislation, and I thank the Speaker for offering it. The uncertainty surrounding the commencement of senatorial terms has been cause for much chaos in the lame duck session; this bill will do a great deal to alleviate that chaos.
