It isn't a disagreement if they have different recollections; one of them is lying.  Which one?

His argument is that Trump "hoping" (that Comey would let Flynn go) is not directing or ordering.

So I guess that if a mob boss says "I hope you pay that protection money, I hope nothing bad happens to you", is that OK too?

lol, Risch has as much disregard for the chain of command as Trump. If the chief executive of the executive branch tells one of his employees (a Presidential appointee, at that) that he "hopes" they do something, it is basically an order.
