So everything is the same except that Hillary is the president.

All of the Russian-involvement stuff coming out now about Trump is the same but instead was done by Clinton or her team. That is to say, repeated lies about meetings between campaign/administration members with Russians; intentional leaks of classified info to Russian officials during a meeting at the White House in which American press was not allowed but Russian media was welcomed; the FBI investigating possible collusion between her campaign and Russia leading up to the 2016 election; a one on one meeting between Hillary and the FBI director in which Clinton asks for them to stop investigating someone on her team because he's a good guy; Hillary asking the FBI director for loyalty; Hillary firing the FBI director when he refuses her requests; Marc Mezvinsky (Hillary's son in law) sought to establish a secret back-door communications channel between Hillary's White House and Russian officials; the former FBI director testifying under oath that Hillary was a liar regarding certain key conversations and goings-on; additional investigations against Hillary for possible obstruction of justice.

Now what is the response of Congress and the GOP?  What is the response of the MAGA people?  What is EnglishPete's response?

Before the GOP can complete impeachment proceedings, the MAGA terrorism campaign that began immediately after the election will have escalated into a low-level civil war, targeting anyone and everyone they don't like, in many states aided and abetted by GOP officeholders. Conspiracy theories will proliferate like rabbits on fertility drugs, and it will be virtually impossible for anyone to gain an accurate understanding of what happened or is happening in Washington. Clinton might initiate a confrontation with Russia in order to prove her innocence.

Impeachment proceedings would have begun immediately in regards to Clinton having both her daughter and son-in-law as advisors, based on nepotism laws. While the validity of those claims would be dubious, further measures would be added as the Russia scandal came to light. The firing of Comey is seen as both reactionary for his treatment of her during the email investigation as well as obstruction of justice in the Russia investigation. Congress would also be loudly grumbling about "funding" Bill's weekly trips to golf-courses and his extravagant spending that includes living outside the White House. The only reason that issue isn't pushed on further is that he was already entitled to Secret Service protection, so it's technically not extra spending beyond what would have happened otherwise.

I don't know if it's the best thought experiment, since the Russia scandal is so potent not because of the specifics of the case as it has evolved since January 20th, but because it reinforces every stereotype and criticism all of Trump's opponents have levied against him for years. If the exact same situation arose under a Clinton presidency, I think the reaction from everyone would be more of a "huh?" than a "duh!" like we saw under Trump.

I think a better way to think about it would be if, immediately after being elected president, she chose an unabashed neo-con as her National Security Advisor - maybe Paul Wolfowitz, and a massive SJW, maybe Linda Sarsour, as her Attorney General. Planned Parenthood President Cecile Richards becomes director of the FBI.

A few weeks into her presidency, it is discovered that  Wolfowitz met with Saudi officials in secret several times over the course of the campaign, and may have been receiving money from governments around the Gulf without registering as a foreign agent.

Meanwhile, Clinton is found to have diverted Clinton Foundation and campaign funds to her personal bank account, which was then used by Bill Clinton to fund a personal trip to Thailand. Allegations arise that, while there, he was secretly taped having sex with underage prostitutes.

Two months into her presidency, it is discovered that her private e-mail server had been compromised, and info about US troop movements in the Middle East were accessed by Russia, which then shared the information with Iran.

Three days after this revelation, Attorney General Sarsour recuses herself into the e-mail investigation, after it is discovered that she had been paid by money siphoned from the Clinton Foundation over the course of the campaign, and had met with Saudi officials herself in DC, discussing US-Israeli relations.

A week later, Clinton fires FBI director Cecile Richards after it is discovered that Richards was opening an investigation into Chelsea Clinton potentially seeking to launder money from Comet Ping-Pong through the Honduran Embassy to a fake women's health group operating out of Tegucigalpa, which is actually just an account run by the Clintons. Furthermore, she also took part in Wolfowitz's secret meetings with the Saudis.

In early June, former FBI director Richards testifies in front of Congress that she felt she shouldn't be alone in the same room as Clinton, and that Clinton asked her "is there any way this whole Chelsea situation can just go away?"
