I can get behind this. I've introduced legislation that is currently in the queue for a debate on the floor that has a similar aim to promote healthy lifestyles, and this is an excellent piece of sister legislation for it. I support it 100%.

I'm deeply wary of removing all sugar tariffs. The research I could find on the subject suggests that Atlasian production would be hit, especially in cane sugar (-8%), while employment in sugar production (-2.8%) and sugar processing (-1.6%) would slide. I'm not sure that that's worth it for what's at most a 1% decline in the cost of refined sugar.

The key factor here is getting manufacturers to shift over from HFCS to sugar. The public health benefits of achieving that would be substantial.

Could you link to something on the public health benefits? Most of what I've read suggests they're essentially the same health-wise.

All sugar is going to be bad for you in terms of the quantities consumed by most everyday Atlasian's.

However, what sugar you do intake should come from raw cane sugar, 100% honey or 100% pure maple syrup.

Yes, but if we can displace corn syrup with cane sugar in many production lines of foods, that will actually increase overall demand for cane sugar, so I think the impact state would be mitigated by increased demand.

I shouldn't say natural sugar has health benefits, but consuming fructose is associated with a greater propensity for over-eating compared to glucose. Also, I saw a presentation that made the case that consuming fructose ages cartilage, leading to higher incidences of arthritis and other related maladies. While it is a highly technical medical science paper, this was the best source I could find to reference this effect.

The debate seems to have petered out here. Since several days have passed without comment, I can bring this to a final vote in 24 hours if there are no more comments.

Yeah, this is a total no-brainer. Liberals and conservatives both have something to hate in the current policy, and I'm glad we're able to change that.

I'm a little worried about how this might impact Atlasian corn farmers, especially eliminating the subsidies so quickly.  Maybe we could phase it out over a period of time or something?

I would also like to know the economic impact this would have on Atlasian corn farms, particularly smaller ones.

I think amending this to implement the proposed change more gradually is a worthy goal, though that does remind me that we should have a Senator sponsor this bill. If there are no objections, I would like to sponsor it myself.

I am now the sponsor of this bill. I will try to get an amendment up for it later today along the lines of what Senator Siren suggested. I should also look into info to answer Senator Scott's question.

I would also like to know the economic impact this would have on Atlasian corn farms, particularly smaller ones.

I would note that this bill only applies to corn sold for HFCS. It is hard to get exact numbers on how much of what we produce is corn, but I found this graph on the USDA site comparing corn to several other leading crops, which seems to suggest that as of 2015 corn comprises about 35% of the production of these four crops:

In terms of what goes to be made into HFCS, according to the table in this Wikipedia article only about 11% of corn goes into "other processing", which is the category that includes the production of HFCS.

Based on these estimates, this bill would remove subsidies from, as an upper-limit estimate, just 4% of Atlasia's total crop production. Farmers growing corn for HFCS would have the opportunity to grow other crops (through crop rotation, which is necessary for a successful farm) or to grow corn for other purposes and retain their farm subsidies. I think it is fair to say that this will not seriously affect farmers of any size.
