This act does seem like a good idea, but I have a few problems with it. Is it really necessary to outlaw the marriage of two 17 year-olds? And a ten thousand dollar fine sounds like a lot for letting them get married. I would accept this amendment:

Glad to see other regions following the Fremont's footsteps! As a former citizen of the region (and author of the original version of this bill), I would strongly recommend the addition of a provision to the governor's amendment prohibiting the marriage of 16- and 17-year-olds to non-minors.
