dekalb county democrats, for the most part, either don't work or work at jobs like wendy's and raising cane's where they can't get off from work to vote

This is northern DeKalb genius, mostly white collar, educated, and suburban, not the inner city part.

Don't use "inner city" as a synonym for "mostly black" or for "poor". There is no part of DeKalb County that is in the middle of a city.

Even that seems off. If Ossoff wins this, there is no guarantee he will win again in 2018. The kind of exposure and support he has generated will probably give him an incumbency advantage, but at the end of the day, it is still a traditionally Republican district until at least a few more election cycles prove otherwise.

What does that mean for when the first results come in? 7:00 or 7:30?

Regardless of outcome, we're sure to see a ton of hot (and hyperbolic) takes. Should be amusing and/or really frustrating.

When will we know the total number of votes cast?

Is that information available shortly after the polls closed, since that obviously impacts the election modelling and benchmarks, etc?

There is no rules determining what makes a precinct.  Some have 0 voters in them, some have tentacles, some are disconnected. This is usually because the city decided to do some weird annexations earlier in it's life and the precinct tries to follow city lines.
