ME,  and VT historically voted Republican, and were the only two states to voted R in 1936.

Honestly, that is literally impossible in our current political climate. I think this answer would be easier if we compared it to the 1976 election.Back then, political beliefs were tied to a regional level then a state level it is today. Jimmy carter won the states of that you have currently listed MO,KY,WV, and AR. Jimmy carter used regional politics to get more votes in the southern united states. Gerald ford didn't use state regional politics in his election campaign at all. Gerald Ford won the other state, Vermont, by a pretty big margin and Maine by a pretty small margin.

Time.  It took a LONG time for a state like Alabama to no longer hold a grudge against the GOP for being Lincoln's party.  It wouldn't take nearly that long for a state like Arkansas to not see the Democratic Party as the party of Barrack Obama, but it still would take time.

I'm not sure there is a matchup today that flips KY or AR, but WV and MO might be a different story.  VT is a fundamentally different state that likely would be one of the last holdouts in Presidential elections, but ME could actually be flipped.  As for potential matchups, mostly the ones that have been posted above.

It would require the republican ticket to be two popular senators/governors from Maine and Vermont, and for that ticket to campaign as 'muh enlightened centrism', and for at least one of the two members of the democratic ticket being a southerner, while the top of the ticket campaigns as a populist.

However, such an election would be likely a one off, with either the new england region or the upper rural south switching sides at the next election.

The R ticket is Charlie Baker and Phil Scott. The four other states are won by a Tea Party insurgent candidacy.
