As shown here and here, Carter won 1,711 counties to Ford's 1,403 in 1976, and 900 to Reagan's 2,213 in 1980, respectively.

Carter's 1976 victory over Gerald Ford was the last time to date that a Democrat has won the majority of counties. Bill Clinton came close in 1992 and 1996, winning over 1,500 counties in both elections, but still fell short. Clinton of course, was the last Democrat to be truly competitive across rural, suburban, and urban America. Carter's sweep of his home state of Georgia, along with his carriage of most of the counties in Texas, helped him win the overall majority against Ford.
