During the Gilded Age, the Republicans were the party of things like compulsory and well-funded schools, drinking ages, and prohibition, while the Democrats often opposed such things. As late as the 1932 election, Herbert Hoover supported prohibition while FDR opposed it. However, by 1984, it was the Democrats who were pushing for seatbelt laws and a national drinking age. When did the parties switch in this regard?

Both parties have 'nanny staters' as part of their coalition and both parties have more libertarian parts of their coalition.  The 'nanny state' left are some of the feminists and other 'do gooders' and the 'nanny state' right are many of their authoritarians, especially the anti illegal drug authoritarian types.
