Here's the rationale for Obama. He is a stickler for legal precedent and for political protocol. As a sitting President he has no prerogative to interfere in an election. Exposing the Trump campaign for its collusion with a foreign power would be interference in the political process -- and it could backfire. Above all it might interfere with any legal process involving perpetrators.

Such is his character, and it served him well as President. Such also distinguishes him in an important way from Donald Trump but not from the better Presidents of American history.

... We now have a pretext for removing the President on grounds of diminished capacity.

There's one of two possibilities here:

1. Donald Trump is confirming that the Russians attempted to influence the election.
2. Trump is not confirming this, but is so unable to clearly structure his comments that it sounds like he's insinuating something entirely different.

trump's tweets are so full of sh*t and mind-boggling, that anyone can decrypt his incoherent babbling words and give you 18-1/2 different meanings (most of them being on the bizarre side).
