Does cheerleading count as an organized sport?

Also, I think section five is very broad.  How much would it cost to give every child in the country playground equipment?

I would count it as such, yes.

The section is supposed to refer specifically to equipment for organized sports to low income children. Perhaps we could set an income level to define "low income"?

     I would support setting a cutoff, so it doesn't get abused mercilessly. Say 150% of the poverty line?

     I was recently reading about athletic preferences at universities and how so many university sports are traditionally upper-class pursuits, such as athletic preferences often serve as a benefit for the wealthy. In addition to other benefits, giving children from more humble means the chance to participate in sports they otherwise couldn't would serve as a cheap and noninvasive way to give them a small hand up going on to the next step of life.
