The following Amendment passed by a vote of 4-0 in the Chamber of Delegates. Southern citizens will be given the opportunity to vote on its ratification in a public referendum next month.

I initially read that as term limits.

That is what getting only 8 hours sleep over the span of 56 hours does. Closer to 60 hours now.

We have seven delegates being elected in the July elections, no? And if so, doesn't that mean part of it is already in effect?

We wouldn't elect 7 delegates theoretically until October, if the amendment passes.

The Constitution of the South does not outline when it takes effect.

If the referendum passes, there is nothing that prevents July Chamber of Delegates elections from ending with 7 delegates instead of 5.

There is a special election this weekend, and nothing prevents it from being held during special elections (that is outlined in the constitution)

There is a special election this weekend, and nothing prevents it from being held during special elections (that is outlined in the constitution)
In that case, if it is ratified this weekend, of course we'd elect 7 delegates in the next election.
