General motions regarding the standing of the government or matters concerning the whole House as an institution may likewise be presented here.

AN ACT

to downsize Fremontian banks and eliminate "too big to fail" banks, which would help prevent a taxpayer funded bailout

Section 1: Title
1. This Act may be cited as the "Fremont Bank Downsizing Act of 2017"

Section 2: Downsizing Procedure
1. All banks that operate in Fremont and hold at least $100 billion in assets shall be required to downsize into smaller institutions so that each smaller institution holds less than $100 billion in assets.
2. The banks will be given the responsibility of figuring out how to downsize themselves.

Section 3: Penalty for not meeting the downsizing requirements
1. If a bank does not meet the downsizing requirements, then that bank will have to pay 1 cent for every dollar in assets it holds in excess of $100 billion.

Section 4: Implementation
1. Each bank affected by this act shall have 1 year after this bill is passed to meet the downsizing requirements.

I wish, briefly, to apologize to the House for my absence of the last few days. To make a long story short, not installing anti-virus software on the backup laptop I've been using since May turned out to be not the best gamble; that leaves me with a third of a stake in a circa 2009 desktop computer as my one point of access to the internet, which has made logging onto Atlas somewhat difficult recently. I'll let you know how things progress (it looks like I'm going to have to bite the bullet and purchase a new laptop), but for now at least I'm back, and I thank Speaker Wallace for his diligent administration of the Commons in my absence.
