The template is open, but outside of the party manifesto a leader would be expected to put a schedule of where he/she is campaigning and what the character is doing (giving a speech on the economy, for example). You can look at other players for inspiration, or to past election games as well.

I do give higher marks and rewards to detail, so in that sense a schedule with speeches or quotes that flesh out more what the character thinks or proposes should be more effective than one than simply says "doing x in y".
