Maybe you're doing it wrong. I mean, this code:

So if you were to change the year (2016) to 1964, you'd get this:
Obviously, you don't want Nebraska and Maine to only have 2 EVs. So you change the second number following "ME" and "NE" to 4 and 5, respectively.
But as you said, you want Nebraska only to have 4 EVS, so change that number to a 4.
