Is the money coming out of the surplus we have to pay this program? BTW I support this program!

I'm not too keen on giving away free food to rich kids that can pay for it. I would be in favor of making it easier for poorer kids to get free lunches.

Does anyone want to change anything on this? If not I say we move to a final vote.

I'm going to ask AZ for an analysis on this.

Hmm, 12 billion bucks? Seems well spent considering what it is being used for. Much better than the initial version which largely wasn't means-tested.
I support this bill, and urge my fellow delegates to do the same.

I really like dip's amendment. I think we should just polish the bill w/ amendment as such.
Text in bold will be added, strikethrough text will be omitted.

I'm down with adding "of the poverty line", but i'm not too sure about the amendment to section 2. I'm pretty sure these would be two separate programs. Maybe "Parents may opt out of these programs at any time" would do.

Maybe "Parents may opt out of the program that they qualify for, at any time."? As a third and final article?

Do we have a solid gold version that the vast majority of us can all agree on?

If no one objects over the course of the next 6 hours I'm calling a final vote.

So this is a side question. Do we have 12 billion to spend on this? If not, how are we going to pay for it?

Edit: Nevermind, for some reason I was thinking the surplus was only 200 million
