I'm honestly not very knowledgable on how rent or housing policy works, but I have read the bill in its entirety as well as the House debate on it.  Aside from that damn Brit spelling of the word "program," I take no issue with this particular bill.

I agree with Senator PiT that Section 4 needs further definition as well as Section 2 so that we can be more clear cut over where the housing crisis is needed. The problem is not uniformly distributed across the country and certain urban areas are in far greater need than others for a speed brake on rent increases.

I'll be working on something soon on that front, and am more than happy to hear what any of my colleagues would like to contribute.

     I am still concerned about Section 4. Empty properties are not clearly defined, but generally speaking someone probably owns them. We would need to provide for recompensing that person for taking property that they own.

I agree fully with Senator PiT's concerns and apologize for not having drafted an amendment to ameliorate that issue, but other matters took precedence.

I would be most interested in developing both a legal definition and procedure which affords a clear set of rights to owners of properties deemed "vacant" through a clearly defined legal process and matter of compensation.

Making housing affordable is a noble goal, and this bill looks like it would be an effective mean of achieving that end. Rent controls are a promising system that should succeed in making housing more affordable, as should a distributive program whose purpose is to fill vacant homes. I do concur with several of my other colleagues, though, that the "empty and abandoned homes" heading for Section 4 needs a clear definition. For the reasons outlined above, I support this act.

I agree with the need to further define the term "abandoned" and have no objections to your amendment, PiT. After all, in a game like Atlasia we always have to strike a balance between crafting sloppy legislation on the one hand and overly detailed legislation on the other hand.
