I support the bill as it stands. Rent control isn't an absolute bad the way some very smart people who take Econ 101 think, and the legislation is straightforward.

Is there any particular reason why the RERP program should be for "Natural citizens" only? Thereby seemingly excluding naturalized citizens, permanent residents, and other immigrants living in Atlasia?

I didn't respond earlier in time, but I object to Senator Siren's amendment on account of "individuals" being too broad of a descriptor. It can potentially create a free rider problem where people are encouraged to come or stay illegally to take advantage of our housing program. I'll offer this new amendment:

I put "legal alien" to account for non-citizens with legal status such as permanent residents and student visa-holders, who still need housing like the rest of us. There's a good case to be made that "citizen" alone is too strict, so I hope this would be an acceptable compromise.

I am unsure about this amendment. In some ways, it reminds me of California Proposition 187, an awful policy which denied services to undocumented immigrants in California. However, it may actually be standard operating procedure to only allow legal aliens to be involved in housing distributive programs; I simply don't know enough about housing policy. I feel that it would be beneficial for the Senate to vote on this amendment. That is why I have decided that Senator Spiral's amendment is unfriendly.

After giving this amendment some thought, I vote nay.  I tend to take a more conservative stance on immigration where unskilled labor is concerned, but undocumented migrants still need housing like everybody else does, and I cannot see any clear economic benefits to adopting this rule.

I went back and forth on this one quite a bit but I'm going to vote Nay. I feel like it's more about keeping rent reasonable and reviving communities and that including more people in the program helps with that goal. Ideally with the immigration reform on the books, we'll be seeing a significant decline in undocumented migrants.
