Fairfield, CT and some northeast NJ counties could also be included.

I always thought CT could be divided up with Windham and New London joining RI,  Fairfield going to NY, and everything else merging with all the Mass counties west of Worcester for a new CT.

Brooklyn would be the boroughs of Kings and Queens.
Staten Island and The Bronx would become cities, with The Bronx becoming the largest city in Westchester County.

The present New York state would eliminate all the royalist names, including "York", except "Orange".

To that I would add Bergen, Hudson, and Passaic counties from NJ. But then I would split it into two states - one consisting of the 4 LI counties and one for everything else. In 2010 they each would have had a population of between 7.5 M and 7.6 M. That's only 22-23% above 1/50th of the US population. That seems reasonable for redrawn states.

If a state needed a money center like NYC to be viable, I daresay few states in the US would meet that standard. Nonetheless there are 50 states in the union and many without the financial power of an NYC perform well. Beyond the hypothetical, the question arises regularly in IL where resolutions to slice off Cook come up and get a lot of press, even if there are never any votes. In those debates about splitting IL the experts are frequently divided about the viability of Downstate, but credible arguments are made about the viability of Downstate without Chicagoland.

My specific suggestion is based on my model from a few years ago that followed cultural lines. It tried to better divide the population between states and thus keep the size of representative districts more equal assuming no change to the number of states or the HoR.

It would be somewhat Dem-leaning but Republicans can win it, like Wisconsin or Michigan.

(Assuming the new NYC states is Option 4 + Rockland)

Just make the entire metropolitan area it's own state. It would make things such as transportation, infrastructure, education, housing etc. immensely easier for everyone.

In fact I would argue that all of the top 25 metro areas should be turned into states. The currently political divisions in the US are relics of another time.
