The House votes by state delegations.

Each representative gets one vote in their state. Whichever candidate gets a majority of a state's congressmen to vote for him, wins that state. Take Georgia, which has 14 Congressional Districts. Whichever candidate gets 8 or more votes wins Georgia. The goal is to win a majority of states, which is 26.

Furthermore, only the top two vote getters go to the House of Representatives. So only Rockefeller and Wilson are still eligible to be candidates.

Actually it is top three that go into it. That was why Crawford, Adams, and Jackson got to go to the house in 1824. But not top four, which is why Clay got to miss out on the final choice

The only reason I put Hulk Hogan is because I couldn't think of anyone else.
