I would agree, tentative on what this would entail. Perhaps the newly elected Speaker could outline the general rules, then delegates could have 24 hrs to discuss and object to any part of the rules (that may need to be changed or sticken).
Someone would need to write a rule change bill to make that a thing.

Prefiling & sponsoring this legislation. It's a good base model for infrastructure development and I didn't want to see it die after being tabled last session (due to a lack of funds; partially remedied by the Repeal of the "Elimination of Income Tax Act").
I.   The official title of this Act shall be, the “Southern Reinvestment, Redevelopment, and Conservation Act of 2017.”
(a) The acronym (SRRCA) will serve as the acceptable, succinct name for future reference.

Section 2 (Programs)

I.   Program A of this Act will be to rebuild infrastructure throughout the South and is outlined as;
(a) Hiring the number of contracted experienced and inexperienced construction workers, surveyors, and all other employees deemed necessary by the governmental agency tasked with overseeing the work of infrastructure management;
(b) Offering paid training for under or inexperienced potential employees in the field of construction to provide them with additional skills to improve future work opportunities;
(c) An investment of $500,000,000,000 in infrastructure reconstruction with resources allocated to each state based upon need, as determined by an official investigation conducted by the Southern government;
(d) All tools, equipment, products, and construction material utilized must either be,
1. Made entirely or mostly in the United States of America or, if the material(s) are unavailable from domestic manufacturers or producers,
