FREDERICK THE GREAT

Sitting at the border of one of the windows of the castle in Prague in which he had taken temporary residence, King Frederick of Prussia – we’ll pass from mentioning his many fortunate and unfortunate nicknames bestowed by allies and enemies – admired the view of the city and pondered on his life, drawn into motivation after a rather unfortunate attempt at playing the flute. He’d arrived into Prague a few days along with his main army: the seemingly all-conquering heroes of Salzburg and Vienna who had been forced to retreat by the French. So many different thoughts crossed the mind of the King, invested as he was to decide on the best course of action.

Going through his forties now, he was becoming painfully aware of the advance of age. The last time he’d gone to war he was but a young monarch, stunning the world by occupying Silesia and drawing Maria Theresa to the brink of collapse. With characteristic energy and courage his enemy of fifteen years had ruined some of his plans, but it had been Frederick who’d come up on top. The war now seemed more successful, yet at the same time more complicated on account of the unholy alliance of the French. He was getting older without being an old man yet, and the thought made him wonder – as it made dozens of rulers wonder alike – on what the future had in store for him… and whether he had the skill to overcome the odds.

Mind you, not everything was bad about growing older on that context. Those same fifteen years ago young Frederick practiced his “anti-machiavellian views” and knew little, if anything, of strategy, warfare and the life of the soldier. He knew he’d grown in stature, otherwise he would not have experienced the untold joy in seeing the surrender of Vienna through at last. He didn’t exactly miss what had been a terrible childhood either, as the terrible memories of the Soldier King and the poor, unfortunate von Katte would never go away. But the ambivalence was there, influencing the King’s mindset as his strategic conflict mirrored the sheer contradictions of his growing age.

-Your Majesty. – An aide de camp had entered the room – Francis of Lorraine continues to push for war on his latest proclaims. –

Stupid man, Frederick thought. What was the point of having to stand that non-entity as Emperor? Every single day after the capture of Prague the King congratulated himself on at least not having voted for Francis to become Emperor a decade ago, as clearly it had been the wrong choice. He’d surrender if he had any sense, before an Austrian general thinks him the second coming of Wallenstein. But no surrender was forthcoming. If anything, the end of the war was both closer and farther away that when this unholy mess had started. And much as the King could congratulate himself as his forces stormed Dresden, Prague, Munich and Vienna, the war was far from over. The pesky French had taught him a valuable lesson at Graz, bitter memory he would not forget.

-Your Majesty? –
-Yes, we heard you. – The King answered back, almost speaking on a personal way – Assemble the General Staff and the war council, there are several matters to discuss. –
-Yes, Your Majesty. – The aide attempted to leave the room –
-One last thing, lieutenant. – Frederick looked him directly to his eyes – Is it ready? –
-We should receive news of failure or success anytime soon, Your Majesty. –
-Good. – Frederick waved for him to leave –

He looked again at the flute he’d left at a nearby table, but he wasn’t in the mood for music. He wasn’t in the mood for literature either, his latest attempt at reading a French author on philosophy only reminding him of the war and his declining taste for anything French. Such surprises he wanted to spring, so unlikely for any of them to succeed. His pressing thoughts on age returned to his mind, and Frederick wondered again on how things would end. Would it end with Berlin burnt to the ground and Frederick pondering on the merits of death? Would it end on the triumph he dreamt of? Would it just be another war as the balance of power merely restarted? So many questions, and so little time…

The King soon stormed out the room, tired of the futility of his thoughts. Taking the stairs he walked to the walls, the new garrison saluting him as Frederick closely inspected the place. After barking a few orders and chastising or congratulating soldiers as it seemed appropriate the King placed his hands at the border of the wall and gave another good luck at Prague, and allowed himself a smile. A tough city, Prague. It had evaded him as many times as he had captured it, and when he captured it, it was often at the critical time of a conflict. Perhaps this was indeed the beginning of the end, or perhaps, as any third-rate philosopher would note, the end of the beginning. But there simply was no way to return to how things had been before the alliances had suddenly shifted.

-Brother. – Prince Augustus William approached, a smile on his face –
-Any news? – Frederick didn’t look back, fixated as he was on the near hypnotic sight of Prague –
-We received confirmation. We’re prepared. –

King Frederick of Prussia smiled.

Well, those bastards certainly won’t see this one coming.

The Russian Empire has decided not to accept the Venetian offer of a ceasefire. If this means that we will be excluded from the Conference of Venice, so be it. We shall stand by our Austrian, French, and Swedish allies in this war until the Prussians, British, and the other dastardly and fiendish forces are quickly and decisively defeated.

With growing parts of the continent recognizing the illegal nature of this "regency" and the puppet rule of Catherine through the bastard Paul, we request Catherine Alekseyevna not to be recognized as the official representative of the Empire of Russia for any peace conference, that role belonging to the rightful Tsar Ivan VI.

Is peace on no-one's agenda? The desire for war an conquest will only year the world apart at the seams.

Clearly, all the monarchs of Europe desire is war, war, and more war.

Venice will not be a party to it. We will support the people affected by the conflict, but clearly, neither side is willing to stop acting like children. So be it. Venice has tried to be the adult. All we will do is aid the people.

1st Congress of the League of Armed Neutrality


Venice is initiating a Congress of all member states to occur once a year in order create a cohesive international policy. Items on the agenda for the First Congress are:

Motions of condemnation for all powers currently at war
Motion to call for the release of the Imperial family of Austria
Motion to condemn the French atrocities in the Netherlands
Motion to relax trade restrictions between League members
Motion to create a multinational corps of volunteers to carry out humanitarian missions to the people of Europe and America displaced by war
Motion calling for a peace conference between all powers

As expressed earlier, the Kingdom of Prussia respects the League of Armed Neutrality and unlike the French it has never undermined or ignored Venetian sovereignty, but we express our concern at the fact that the League would include amongst its motions the idea that all belligerents ought to be condemned in this war, and further more, that the Hapsburg princes captured after the fall of Vienna should be merely returned.

The first because as we have made it clear again and again, it is the French-led coalition who recklessly provoked this war through intrigue and diplomatic isolation, while members of its coalition such as Austria have rejected peace overtures for the sake of their own ambitions. We would find it unfair to see the Kingdom of Prussia, the Ottoman Empire, Great Britain, the Kingdom of Denmark-Norway, the Kingdom of Bavaria and our other allies condemned thus.

The second because it would be nothing less than an insult to the sacrifice of the brave Prussian and Ottoman soldiers to release the captives after the sacrifices incurred in the last military campaign, particularly with a warmongering Emperor in Francis of Lorraine, who continues to press his subjects to march north and fight without any regard for the consequences while showcasing an evident unwillingness to negotiate. While recognizing the right of Venice to debate its matters, we nonetheless humbly ask them to reconsider the nature of these motions as currently worded.

It is difficult for "the hands of Vienna" to sound as sinister as you might intend when Vienna currently stands occupied. Indeed, currently the Empire's ability to compel anything at all rests not on force but entirely on the soundness of our reasoning and the righteousness of our propositions.

And the exclusion of Denmark was less a slight than a wise understanding by Venice that true resolution of the conflict requires an agreement of above named countries, not all belligerents. Sweden, Saxony, Bavaria, Ireland, and several other states are also belligerents but were not invited. Including more and more countries only makes the conference more likely to fail.

First Austria seeks to plunge more countries into the conflict, as evident with the deposed Duke of Lorraine's statement regarding Italy, but then proclaims everything should be handled by four or five major powers, imposing their unconditional terms upon other countries, with no regard whatsoever to the sacrifice made by these states. Then again, Francis of Lorraine already proved he has no regard for anybody and anything other than his grossly inflated ego.

"March Revolution!" Peasants Storm Sejm in Warsaw; King Alexander Proclaims Universal Male Suffrage!
Tensions in Poland, a society greatly destablised by the chaos of the last few years, reached a breaking-point yet again. Infuriated about the murder of activists by noble thugs, common people continued to voice their frustration with the system. The Sejm, governed by the nobles, responded in kind. Publications spouting pro-democratic views were shut down as the freedom of speech was revoked. This move, taken by the nobles to stop dissent, had the effect of forcing it underground. Secret pamphlets were spread throughout the city, firing up and radicalizing some of the populace. It was all a matter of time before this scene erupted.

The specific incident was the arrest of a series of pamphlets writers in Warsaw itself on March 3rd. Fearful of being the next to be tried and arrested, the leaders of the movement panicked, calling on the people to free the prisoners. On the morning of March 4th shouts of "Remember the Martyrs of '57" could be heard from some of the workers who filled the streets. This, of course, was in reference to the deaths of citizens at the hands of gangs of nobles the previous year. The Sejm, which was in session, sought to counter the situation, nobles ordering their gangs to beat the people into submission. This failed spectacularly, ending with many of their henchmen hanging from second floor windows throughout the city. The mansions of the elite were then ransacked by the mobs.

The military was then sent for, with soldiers facing off against their countrymen. They soon succumbed to the calls of their friends, neighbors, and family, adamantly refusing orders to fire into the crowd. The officers, knowing full well what this meant, either joined their men with the mob or fled the city. The Sejm was thus under siege, surrounded by their angry opponents. The miniscule Guard on the premises and the personal guards of some of the nobles were all that kept the building from being ripped down.

Alexander II, who had spent the whole day watching the events with alarm, decided to take advantage of the sudden opportunity. Rather than back the Sejm, which many saw as elitist, he decided to support the revolt in an attempt to gain some increased royal authority. In a statement released in the evening of March 4th, he unilaterally and illegally declared universal suffrage for his male subjects, calling for elections to be held in June. While this was well received by the crowd, the nobles in the Sejm held firm. They denounced Alexander as a traitor in a series of statements as night fell, the situation showing no signs of abating.

Eventually, the most radical of the rebels took action. One man, unidentified, noticed the increasing darkness of the night and shouted, "I believe it is far too dark now, so we must make our own light!", before lighting a torch and throwing it at the assembly building (Wilanów Palace). He was followed by hundreds of his radical colleagues, who attempted to bar the doors and threw more flares at the building. The nobles inside panicked as the fire spread, many escaping the building out an unbarred exit in the back. Others remained. "It is better do die a free noble than to be ruled by a peasant mob," proclaimed Franciszek Salezy Potocki, who remained in the inferno. Ultimately, when the flames died down, the radical Poles had torn down the old Sejm, proclaiming a new one. Alexander II, while denouncing the fire in private, publicly assembled wealthy merchants, lawyers, clergymen, and even a few token representatives of the workers to join him in drafting a new agreement.

It remains to be seen how the rest of Europe will respond, through throughout Poland there has been great concern. Yet, for the time being, it seems most Polish-Lithuanian subjects are willing to accept the changes, not wanting another civil war so soon.

POPE BENEDICT XIV FOUND DEAD!
After a long tenure leading the faithful, Benedict XIV was found dead in his chambers on the morning of May 11th. The cause of death was not immediately apparent (some citing stress over the situation in Austria as worsening his condition) but, at the age of 83, many were not particularly surprised. It did not stop rumor-mongers from placing their blame at Frederick of Prussia however, due to his supposed involvement in the murder of other sovereigns. Whatever the case, after a reign of more than 18 years, Benedict leaves the Church divided. While he was roundly praised by the leaders of France and Austria for his active backing of their cause, as well as that of James Stuart, there were other Catholics in neutral realms who viewed his moves as damaging to the Church, denouncing his views as “over-the-top”.

The Cardinals have begun to assemble for the Conclave, with many looking homewards for instructions. The French, Spanish, Austrian, delegations in particular could be crucial in outvoting the Italians, who largely desire the Papacy to take a less political role and reaffirm the power of the Pope to appoint his own bishops. Clearly the future of the Church, at least for the next few years, will depend on the election of the new pontiff. Clergy must weigh carefully who is right for the role, especially in light of the situations in Catholic lands such as Poland and Habsburg realms.

Peter III Proclaims Freedom of Religion, Mercy for Serfs
Despite often being banded inept, and even crazy, Peter III sought to prove his critics wrong. In a move that surprised many, he announced that, should he win, his subjects would be granted freedom of worship. Though partially due to his own Lutheran leanings, the move also served to rally the oft-abused communities of Orthodox Old Believers behind the grandson of Peter the Great. His activity did not stop there however, the would-be Tsar legislating profusely. He also, following the example of his idol Frederick II, proclaimed mercy for the thousands of serfs in Russia. While not outright proclaiming Emancipation, he decreed any that would rise and fight for his cause would be granted freedom. In another more perceived as generous he announced that the murder of the serfs would be punished as a crime in his reign, should he be so lucky as to rule in St. Petersburg.

These actions have forced the clergy and nobles further into the camp of Catherine, though the middle and lower classes are looking at Peter III with sudden optimism. His forces are growing daily, with new arrivals assembling on the west side of the Ural Mountains. Thousands of estates are reporting young men who have disappeared, with other nobles facing outright arson and subversion on their own properties (barns burning, gold stolen, stores raided, guards killed, etc.). The War of the Three Tsars continues to explode across the Empire.

Prussia Purshases Corsica, An Empty Buy?

Frederick of Prussia was the only European leader to take up Genoa on their offer to sell Corsica, gaining the island for 60 million livres. While the Genoese were pleased, there were some in Berlin who believed the money could have been better spent elsewhere, especially considering the difficulties of governing so distant a territory. Whatever the case, control has been handed over to the Prussians and many years of life under Genoa have come to a close.

Pascuale Paoli, the leader of the inland "Corsican Republic" called on Frederick to live up to the principles of the Enlightenment by recognizing his government and the Constituation on which it rests. He demands his people have the right to govern their own future, without foreign intervention. It is often said that possession is nine-tenths of the law, thus as Prussia only controls a few areas along the coast of the island, some are wondering whether the Corsicans might not end up free after all...?

Riots in Cairo, Foreign Involvement?

Despite success in the north, much to the relief of the Sultan, there was unease in the cities of Egypt. The Ottoman government there was faced with widespread dissent, and even occasional riots, in cities such as Cairo over a supposed food shortage (the result of an insufficient harvest). There are some Ottoman officials who challenge this however, pointing to supposed foreign intervention in the region. Several men who spoke Hungarian have aroused extra suspicion and while order seems restored for now, the unease of some officials over how soon some of the Sultan's subjects were provoked to dissent remains.

ATTEMPT ON THE LIFE OF FRANCIS! WILL PRUSSIA EVER STOP?

Yet another monarch came close to the assasin's blade in this period, though this attack was unsucessful. Emperor Francis I's carriage was fired at by a poor Austrian peasant, the man being quickly arrested and imprisoned. It naturally did not take long for the government of Austria to accuse Frederick of Prussia of being behind yet another foreign plot, arresting more than a dozen supposed Prussian spies. There was widespread outrage among the nobility and officers, though there has also been a suprising lack of specifics from the Austrian government concerning the incident.

Whatever the case, this assasination has stabilized Francis' popularity, ending the freefall of the last few months. The Emperor has gone into hiding, likely as a percaution to save his life, but also perhaps to avoid the enemy forces which could soon be pouring further into his realm. While there is some support for him, the overwhelming desire of the Austrians and Hungarians remains the freedom of Joseph and his siblings.

ON CORSICA:

There are many who may wonder why was it that we made the decision to make a bid for the island of Corsica, many who would describe it a strange gesture given its significant distance from Prussia itself and the evident challenges it would pose to rule the island from Berlin. Those who wonder about such matters misinterpret our goal entirely, for our intentions regarding Corsica are not of domination.

For years I, Frederick II of Prussia, have personally admired the efforts of the brave Pasquale Paoli, one of the greatest Heroes of our Age, who along with his little handful of brave men has fought long and hard for the independence of his native land, ruled by the principles of Enlightenment and the common goal of improving the lives of Corsicans. But an undeniable truth was that this noble struggle for justice was under serious threat in the future.

There was no doubt in my mind that should a foreign power and enemy such as the Kingdom of France or the Kingdom of Sardinia-Piedmont acquire the rights to Corsica, it would not be long before thousands of soldiers invaded the island and crushed its desire for freedom with crimes such as the ones we’ve seen committed across the Netherlands. How could I then remain indifferent to the fate of the Corsican people?

President Pasquale Paoli has called upon us to live up to the principles of Enlightenment, and I am pleased to stand today after a stirring round of victories in the battlefield to state that such has been my intention all along. In perpetuity, the Kingdom of Prussia hereby recognizes President Pasquale Paoli as the rightful head of government, recognizes the Corsican constitution as it currently stands, and freely and without any conditions cedes the rights bought to the Republic of Genoa to the Corsican people, masters of their own fate.

We, however, have a keen interest in seeing Corsica thrive and progress. It would serve little purpose for us to grant Corsica its freedom only to see it fall prey to a French expedition. I therefore wish to propose to President Paoli that the Corsican Constitution is amended, allowing for the creation of a personal union between the Kingdom of Prussia and Corsica with myself as their joint monarch. Nothing would give me greater honor than be King of Corsica, but I request the Corsican Diet itself to make that decision.

Corsica would retain its constitution and its laws, but it would remain linked through the House of Hohenzollern and a common monarch, allowing Prussia to take a firm, permanent role as the protector of Corsica against foreign aggression. I believe this arrangement to be in the best interests of both Prussia and Corsica, and I make a clear warning to the French-led alliance: Corsica is an independent, sovereign, neutral nation. Any act of aggression or intervention will be taken as an act of aggression on Prussia itself.

I hope the Corsican Diet and President Paoli will allow me the honor of becoming their Monarch and protector, and once again I celebrate the heroes of the island that has fought so hard for their own liberty. For liberty, nation, and justice, long live Corsica!

ON OTHER MATTERS:

We regret the news of the passing of Pope Benedict XIV, who while a rival on account of his dangerous words regarding a religious conflict was nonetheless a respected figure in Prussia.We are convinced His Holiness died of advanced age, and that is all we have to say on the matter.

Of graver concern is the news that the Austrian government has shamefully tried to blame His Majesty King Frederick for an attack on Emperor Francis of Lorraine, a monarch already so reviled one of his own subjects seemingly felt pressed to murder him. We note that there is no real evidence presented by the Austrian government, just as there was no evidence presented by the usurper regent of Russia on the matter of Elizabeth Petrovna.

Francis of Lorraine is clearly trying to draw attention out from his own unpopularity, and the Kingdom of Prussia denies here and now any involvement on this matter. Should Austria wish for the world to believe these wild allegations, they would do well in presenting evidence other than "confessions" brought by torture on their own subjects.

Barring an unconditional surrender, the Hapsburg Monarchy will not court any discussion that would see the Crown lose any of its Kingdoms. This position is not subject to change and will not be discussed by the Crown any further.

His Sacred and Imperial Majesty was alarmed with the disturbing news coming from Egypt, as foreign agents, whose masters were unable to win the war on the battlefields, used an understandable aggravation felt by His loyal subjects over food shortages to cause dissent within.

As evident from His Sacred and Imperial Majesty's previous statements, the well-being and prosperity of His Egyptian subjects is very much at his heart and serious steps were already underway to ensure the fellahs of Egypt would be enjoying greater fruits from their ancestral land. Given the circumstances, no reprisal shall come at the population at large, with thorough investigation to apprehend foreign agents and traitors to come.

On the madness of Francis of Lorraine

His Majesty Frederick II notes that yet again it is Francis of Lorraine who proves to be the biggest obstacle to peace, his war-related madness leading to make a statement so dramatic that all but means Austria will not negotiate and will continue the war despite the stunning defeats inflicted upon them. His Majesty now feels forced to reveal Francis of Lorraine was offered advantageous peace terms that included the concept of young Joseph II retaining the Imperial crown plus the bulk of the Hapbsurg lands, the Kingdom of Hungary and the Archiduchy of Austria under his crown.

The Regent refused us, stating that we'd have to destroy all of his armies in the field and occupy all the major cities in the Empire before he made peace. Are those the words of a stateman? Is that how a monarch who cares about his people negotiates? Peoples of the Hapsburg lands, your Regent was offered very generous terms, and his refusal has only caused more senseless death and ruin as the prestige of Austria and the House of Hapsburg collapses. Taking this uncompromising, reckless attitude on behalf of the Regent will only cause you pain and suffering. For how long will you tolerate the madness of Francis to govern you all?

As to the Kingdom of Prussia, we've had it with this madness. Decisive action is to come.

His Sacred and Imperial Majesty is proud of the advance made in Ukraine. At the same time we want to caution everybody the Sublime Porte, nor the Khanate, is looking forward to make major territorial gains on the expense of the Russian Empire, for we're not at war with Russia, rather with forces loyal to usurper Catherine, those who betrayed their rightful sovereign and joined a doomed adventure inspired by certain foreign courts.

A Proclaim by His Majesty Frederick II and the German League, directed to all the Princes, Estates and Peoples of the Holy Roman Empire

Much has been made about the future of the Hapsburgs and the Holy Roman Empire following the fall of Vienna and the reckless regency of the insane Emperor Francis of Lorraine, with several varying suggestions flying around as to what should be made. We decided to offer conciliation to the Hapsburgs first and extend the olive branch, and we were rejected. We refrain from drastic action to be responsible, defeated Francis and his allies in battle and the Emperor still refuses to see peace through, launching outrageous accusations upon us, expanding the war to other fronts, bringing Russians, French and Piedmontese into Germany to invade our fellow Princes and States and neglecting his sacred duties as Emperor.

I, King of Prussia, am not the monster some would have you believe. I do not believe in forcing children to be converted to a faith they don’t believe in when I have so passionately defended conciliation between Protestants and Catholics. I do not believe in harming guiltless boys and girls whose only crime is to be the sons and daughters of a madman. But what I do believe is that the present situation is just not sustainable. Now that Francis of Lorraine has made it clear Austria will continue to fight, I feel left without further options of conciliation, pressed instead to a course of action I originally wished to avoid, but that as I write this word seems like the right thing to do.

I ask a simple question.

What is the point of the Holy Roman Empire on this day and age?

Two years ago the great philosopher Voltaire, friend to us and to anyone who believes in the ideas of Enlightenment noted that “This agglomeration which was called and which still calls itself the Holy Roman Empire was neither holy, nor Roman, nor an empire.” It is with regret that we note this to be true. Gone are the days of greatness. Gone is Charlemagne, Otto I, Frederick I and II and the Hohenstaufens. What we are left with is an ancient, no longer useful institution which has become an instrument in the hands of the Hapsburgs to force their will across all of the Germany, rewriting the map as they see it, removing princes as they like, curbing rights when they can, inviting foreigners to invade us if they profit from it.  

Far from a harmless relic of the past, the Empire has turned into the hereditary fiefdom of the Hapsburg family, now beholden to the whims of Francis of Lorraine and his unstable, bloodthirsty puppet regime. Must all of the German princes be slaves to this madman, and by extension, slaves to his French master in Versailles? My friends and fellow Germans, Francis I has been a worse than useless Emperor. He has brought us war, pestilence, chaos and disaster. He is Germany’s Helen of Troy. And I would be breaking my sacred oath to God and to my people by continuing to recognize that madman as having any power over Prussia, or indeed, any power over the German princes.

Let the record show we sought conciliation. Let history write we made proposals. Let the people remember Francis of Lorraine decided to prosecute this war, running himself, his family and what was left of the empire his family wrecked in pursuit of their own ambition. After consultation with our allies and fellow princes of the German League, we have taken a historic decision. It is now clear in our minds that we cannot rely on Francis of Lorraine to be our Emperor now that he has brought the French and the Russians to our lands to murder and crush our brothers. It is also clear the institution he purports to represent has long ceased to defend the interest of the German princes.

Today and now, gathered as a clear majority of the Prince-Electors of the Empire, we in the German League, and myself as King of Prussia and hopefully of Corsica as well, decree the End of the Holy Roman Empire and its permanent dissolution. We consider the bond between the Emperor and the Hapsburg family with the German Empire as severed, the office and honor of Emperor as vacant and lapsed, and all subjects and members of this now deceased Empire as released from their duties and obligations. We consider the Prince Electors, Princes and Estates and members of the Empire as absolved from their duties.

However, we do not take this step to merely create a vacuum that France will only exploit to expand beyond the Rhine. The German Princes and Estates must join forces and collaborate in new, dynamic manners. The Kingdom of Prussia reaffirms its commitment to the German League, and immediately proposes that tariffs be slashed in half amongst members, that all members recognize our esteemed ally and member Maximillian III Joseph as King of Bavaria, and that once this war is over we and the representatives of every member convene to discuss the future of the German League in unison and friendship, not beholden to the tyranny of an Emperor from Lorraine.  

We invite all the German Princes and Estates to join this German League, and be offered lasting protection against our enemies and those who invade and defile Germany, enjoy the benefits of increased trade and collaboration, and leave behind the yoke of Hapsburg tyranny. We will welcome you regardless of whether you are Protestant or Catholic, whether you fought or not for the Hapsburgs in the past. Together we can achieve so much for our own peoples, for our own countries, for the common but separate entity known as Germany. Prussia has indeed taken firm leadership of the League on account of the war and its founding members, but do not be mistaken. His Majesty King Frederick II swears here and now before you he will not proclaim himself Emperor. He wishes to be the protector and champion of the rights of Germans, but not their master or a tyrant.  

Long live the German princes and their peoples!

Francis of Lorraine could have salvaged his largely empty title of an Emperor until last moments. If anything, King Frederick had been patient and merciful, but now he simply formalized the fact accompli.

In Istanbul we would've just strangled the stubborn dude, but Prussians are indeed too humanitarian.

In Defense of the Empire



Princes, Subjects, and Citizens of the Holy Roman Empire of the German Nation, a tragedy has occurred. Without the consent of God or of any man except himself, the King in Prussia has attempted to obliterate the ties that have protected and joined the German people. It is my duty as your Emperor to lay bare for you the sad details of this usurpation, to defend the Empire, and to call on you, the German People, to save the nation we all share.

After declaring war on Austria and her allies for frivolous causes and failing for years to subdue his enemies in the field, the King in Prussia turned to devious tricks to enforce his will on the German People. Claiming to use the votes of himself, a prisoner, another man whose consent he stole through imprisonment, and a kidnapped child the Prussian claimed the right to dissolve an empire which has lasted 900 years. The other electors were not consulted. The Imperial Diet was not consulted. No other Imperial Prince was consulted. The German People had no input on his decision. It is his will that you either be alone and unprotected or forced into his new "alliance" in which he and he alone is allowed to speak.

I would ask you all: what is a German? What defines a German? It cannot be language; it is common knowledge that Swabians, Saxons, Swiss and Bavarians can barely understand each other. It cannot be culture; how can one say with certainty that the stolid Catholics of the Archdiocese of Mainz and the freewheeling merchants of the Free City of Lübeck share the same culture? No, the only answer is our shared history. A history that has, for a millennia, been shepherded over by this Empire.   Our Empire, fair subjects, is a special and uniquely German institution. The ancient Romans took frequent note of the independence and the broad differences of the Germanic peoples. This difference is uniquely represented in our Empire.

Over 300 duchies, bishoprics, and free cities are represented in the Imperial Diet. The Empire has protected the diversity of the German people for centuries. Where else could such a diversity and flourishing of peoples exist in peace and safety? I invite you all, look at all of Christendom. Look at the history of Spain, France, and Russia. Large states devour small ones. Kings rule over distant provinces with little concern as to their people. Look to Italy; large states use smaller ones as pawns,  cities see no way to resolve conflicts but war, and no people ever know peace. Subjects! Do not ignore the benefits of our union! It is only in the Empire that your Emperor does not conscript and march you to war against your will. It is only the Empire which gives you a voice through the electors and the Diet. It is the Empire which protects you against outside conquerors. Look upon the current war: though the fight has grown bitter and though my children have been taken and my wife murdered, I have not forced you to fight or sworn to destroy the King in Prussia.

In his dissolution message, The King in Prussia promises "modernity." But what could this mean? You need only look at his actions. The Prussians would bring the domination of the strong and the submission of the weak. Even now, good subjects, at this very moment the King in Prussia plots to begin annexing and conquering Imperial lands by gobbling up Saxony. By removing your Emperor, he seeks nothing less than to rule over all the newly unprotected German people with an iron fist. And what of his fabled "reforms?" Good subjects, Frederick seeks only to place you in new chains. You need only look to Prussia as it is now, where all are forced into subservience to what his own ministers call "The Army with a Country." To fight and die for nobles who care only for glory and bloodlust; this is the fate of the peoples that Prussia seeks to incorporate. This modern-day Sparta seeks to use military might to destroy free peoples; should we not act, we will end up as the free peoples of Athens and the Delian League did before. There is no peace there. There is no freedom there. Only years of war and death. This is the fate that Frederick would subject you to.

People and Princes! Do not allow yourselves to be separated, to be forced into submission! Even now, Your Emperor seeks only justice and to return the lost sheep to the fold, not reprisals or the destruction of his enemies.  As long as the Imperial Diet and the Emperor remain your Empire will stand for you. Defend it! It is only by immediate action that the German People might be spared from domination and conscription. The time to act is now!

If the deposed Duke of Lorraine truly cared about preserving the institution known as the Holy Roman Empire, he would have accepted generous peace terms, allowing him to continue as the "Emperor". Instead he choose to keep plunging more people and countries into the war to satisfy that inflated ego of his and see more blood spilled before his inevitable downfall.

If Francis truly cares about the German people, he should stop this war right now, accept the reality and remove himself to Tuscany, where he can do less damage. 

The Sublime Porte is pleased to recognize the German League as a successor of the Holy Roman Empire in terms of representing German people.

Clearly your strategy for resolving the situation must be changed. How will you fight the war in the coming months?

-You enjoy the support of the clergy and the traditionalist-minded nobles.Yet, this is more an alliance of convenience than one of love. The nobles abhor the Cossack menace while the clergy were disgusted by Peter’s proclamation of religious freedom. Some are advising you to court these groups, giving them benefits to turn their backing into one of admiration, rather than one of strategic interest. Suggested options include giving land to the Church or reaffirming your commitment to the practice of serfdom in the Empire.

-Some savvy courtiers have suggested you gain a European ally to help you crush the rebellions by the betrothal the infant Emperor Paul to one of the other young noble girls of Europe. While this could be a wise move, there are others that remind you that many powers are quite far away and help would not be necessarily forthcoming. Perhaps a Russian would be better instead? Do you have anyone from either category in mind? Others argue attempting to reconcile with your estranged husband (perhaps through the agreement of joint rule) would be a better route to go. Archduchy of Austria:
-Frederick II’s outrageous proclamation has driven your people into a frenzy. Yet, rather than tearing down your regency, it seems to have stabilized it. The Austrians do not desire losing their privileged status as the leaders of the Holy Roman Empire and were outraged by the unilateral move of the Prussians. Officers are pledging that they will support aggressive action if it is required to stop the Prussian menace, even while Joseph is a captive. A local newspaper perhaps put it best, “An Empire of a thousand years shall not be destroyed in two.” How will you respond the Prussia’s actions?

-There are calls for Brandenburg, Hanover, and Bavaria to be stripped of their titles as Electors of the Holy Roman Empire (though they may have already technically abjured them with their renunciation of it). Perhaps these positions could be given to other Imperial Princes to sway their minds and get them involved in the fighting. Do you have anyone in mind?

-Frederick’s radical decision has opened the opportunity for wooing the thus-far neutral powers in the Holy Roman Empire. These princes have remained out of the conflict, but are very aware of Prussia’s aggressive actions both before and during this war. There is further sympathy for you as a father defending the birthright of your children. Perhaps incentives could be offered to these potential allies to draw them into the war on your behalf. What are you willing to offer?

Kingdom of France:
-The Prussian purchase of Corsica involves them directly in the affairs of the Mediterranean. Not only does this pose a risk of greatly enhancing the field of Prussian influence, but also the chance of oppressed people in other areas (like France itself) of seeing the success of Corsicans and their mischief. There are calls for an expedition to the island in order to put down both Paoli and the Prussians. This would allow you to make and example of the rebels, while also increasing French power. Yet, with so many enemy ships in the area, others see too much risk with little reward. What will your move in response to Prussian expansionism on your doorstep be?

-The situation in India is a bright spot for France. The Mughals are on the verge of collapse and will perhaps offer you and the Maratha Confederacy terms shortly. Even so, the British remain dominant in Bengal. Your hawkish advisors wish for you to continue the fight there, even if you are outnumbered, as pushing your foes out of India would establish an unchallenged and secure French presence there. Others are more cautious, fearing overreaching. What is to be done about India? Perhaps a solution could be employing the locals to fight on your behalf, though this would be expensive.

-There is no doubt the defeat at the hands of Frederick was brutal and your soldiers are highly demoralized, demanding an immediate return to France before any other action is taken. The supply lines are long, communication faulty, and the enemies formidable. Some generals are still pushing for yet another attack on the Prussians in Austria, though this risks the mutiny of the men. Will your soldier return to France in order to recover and carry on the fight, or will they be forced to try and halt Frederick’s advance after more than a year away from home?

Kingdom of Great Britain:
-With the formation of the “German League”, never has the question of Hanover’s position been a bigger debate. Most Hanoverian subjects desire that you join that realm to said league, desiring closer ties with Prussia, though the idea is less popular with subjects in Britain itself. Whatever the case, joining the league would provide greater economic opportunities in continental Europe, though it could also drive your subjects in Germany closer to Prussia and further from you. Will Hanover join the German League?

-Domestically, there is quite a controversial issue in Great Britain itself. For decades now, the Enclosure movement has continued apace, pushing the commoners out of traditional lands and giving vast tracts to nobles and wealthy subjects. This has always provoked a serious backlash and controversy among the peasants, who see centuries-old rights being stripped away. They demand you end the progression of the Enclosure Movement and allow for the status quo to continue. Others argue property reform is the way of the future. Which side will you take?

-The Irish Rebellion is collapsing, but not won entirely. Vast areas of the Kingdom have been regained, but new problems have arose. There are property disputes between the original, Protestant, landholders and those who have occupied it since the Rebellion began, primarily Catholic peasants. Should they be evicted, risking further domestic turmoil in Ireland, or will the land be perpetually transfered, whatever effects this has on the former upper-class? Another problem in Ireland is the rise of secret groups aimed at undercutting the regime. How will those captured in treacherous activity (such as spreading misinformation, theft, and arson) be punished?

Kingdom of Spain:
-The Spanish public is increasingly calling for you to enter the war, before it is too late to gain any spoils from it. The French victories in the Netherlands and Austria have caused the conservatives in Madrid to urge you to join your Catholic brethen, while the more reformist-minded courtiers see Portugal and Britain as ideal allies. Regardless, both sides agree if Spain waits too long, they could be left behind by the victorious coalition following the war. How will you respond to these demands?

-The Catholic Church has always had a strong grip over power in Spain, but some of your advisors see the Enlightenment ideas sweeping Europe as an opportunity. They believe you should bring the Spanish Church to heel by taxing it, removing clergy from government offices, and reducing the power of the Inquisition. Others believe this will only serve to provoke conservatives and the relaitionship should remain as it is. What are your orders?

-Ricardo Wall, the Irishman who is one of your chief ministers, is sympathetic to his people. He has been repeatedly urging Spain to send supplies or soldiers to free Ireland from Britain. At very least he requests that your government attempt to negotiate a peace between the Irish Jacobites and the government of Britain, perhaps establishing an independent Ireland. Others see this as breaking your friendly agreements with London. What will be done?


Kingdom of Prussia:

-Frederick, your decision to dissolve the Holy Roman Empire has been controversial. Some are even dubbing it rash. The more conservative members have become inclined to back the Emperor, fearing the expansion of Prussia after the seizure of Silesia and the invasion of Saxony. It is remembered that you took the first military action in this War, whatever the provocations, and your image has suffered abroad. How will you solve this public-image problem?

-Your newest set of victories is encouraging, but some of your advisors see a bigger threat than Austria on the horizon. The events in Poland have lead to many conservative Polish and Lithuanian nobles fleeing to Berlin, among other areas, in the hopes of escaping murderous peasants. They bring with them tales of the assault on the Sejm, causing great fear among your own nobles, especially considering your territories remain an absolute monarchy. These concerned subjects urge you to get involved in Poland and restore order before it runs out of control, though Alexander II has publicly retained his largely friendly stance towards Prussia. 

-With much of Bohemia secure, the way forward is less clear. While Francis’ rule was tottering, your unilateral (or at least percieved unilateral) move to end the Empire rallied the people to his side in a way he alone never could. Calls for the surrender of the Habsburg realms have been replaced with calls to win the heirs to those titles back through military force. Some suggest moving into Hungary to shut up these pretentious enemies, while others believe securing Austria proper is the correct move. Still a third group wants you to remain in Bohemia to soldify your new position, give your men a chance for some much deserved rest, and reevaluate the way forward. What is to be done?

Ottoman Empire:
-The uprising in Egypt was both suspicious and eye-opening. Suspicious in the sense that, on paper, there seems to be little reason for the people in this part of your Empire to be upset with your rule. As was stated earlier, foreign agents must be rooted out. It was revealing in the sense that it highlighted how willing your Egyptian subjects were to condemn your rule. Events in Poland should be a cautionary tale if their concerns are not addressed. Some at Court think this demands a more forceful hand (increasing the size of local garrisons and direct control), while others argue you should work with your traditional officials there. Whatever the case this situation should be addressed before, God forbid, it should spread into Greece or Armenia.

-You have expelled the enemies from your lands, well done. Now the question must undoubtedly be what comes next. Some are demanding a push into either Hungary or Croatia to bring the Habsburgs to their knees, though others urge caution. They believe a continued focus on Crimea and Russia would a more effective use of Ottoman arms. Your military has improved due to your leadership thus far, now how will you use it?

-With your capture of Kiev, there is also the potential for great financial gain. St. Andrews Church, currently under construction, is quite ornate and well-furnished. There are several other major Orthodox religious building in the city that are filled with gold and other forms of wealth. While you’ve ordered your men to be respectful to the Orthodox believers, some advisors remind you that you’ve said nothing about the Orthodox wealth. Perhaps these religious institutions could be stripped, the goods being sent back as spoils of war to Istanbul. Undoubtedly such a move would be controversial, but also profitable. What will you do?

Kingdom of Sweden:
-The turnaround of events in Scandinavia is both stunning and disappointing. The Caps are leaning more towards peace, though the Royalists remain committed to the War. Whatever the case, the government of the Riksdag has become more suspicious as a whole of royal leadership, questioning your decision to go to war. While for now their dissent is largely quiet, there remains the chance they could act, especially with the Poles offering examples of how to rid oneself of troublesome kings.

-The Finns have become more vocal about recieving their own representation, perhaps through their own parliamentary body. With Denmark's granting Iceland co-equal status as Norway, their questioning of the current system has become louder. While delegating some authority to locals would likely increase the efficiency of your realm's system, some wonder if it could also do serious damage to attempts to increase authority. After all, the more power is devolved, the less there is for the King to wield.

-Militarily, you still do have options if you are absolutely determined to win the war. Most officers are urging a defensive strategy at this point, hoping that you will be able to gain the upper hand within your own Kingdom, though this position is risky. Fighting in Sweden means the death of Swedish civilians and the disruption of the economy. What is your plan regarding the war?

Kingdom of Denmark-Norway-Iceland:
-Well done King Frederick! Norway has been restored to Danish rule, though there is a notable reluctance on the part of many nobles to return to the system. Several noble families declared for Sweden in the last few months and you must decide whether you will strip them of their lands and titles or seek peace and reconciliation. Either option has benefits, but so too do they each have serious risks. How will you proceed regarding those nobles who espoused the cause of Adolf Frederick?

-The road to Sweden seems clear at present, thanks in large part to the crucial Prussian aid of the last few months. Will you seize the opportunity and go on the offensive, or give your soldiers time to rest, restore their resolve, and resupply. Certainly moving agressively could see Sweden collapse, though it also risks the utter reversal of your recently gained fortune. What are your commands for the war?

-Your liberation of Trondelag has revealed that the Swedes were attempting to construct a navy in that city. Their rapid flight from Norway left the half-built vessels untouched and potentially usable. Some are calling for you to finish the construction and deploy the ships within the next 6 months, while others argue it is a waste of money with so many dire issues elsewhere. Will the ships be completed?

Republic of Venice:
-There have been a series of outrageous attacks on Venetian trade vessels in the past few months perpetrated by the Barbary Pirates. With the French fleet in port, and the Barbary states vassals of the Ottomans, there is no outside force to protect your shipping. Some in Venice are urging you to formally complain to the Sultan, others argue an all-out assault on these territories ought to be pursued. Whatever the case, something must be done. As a neutral power your fleet ought to be able to conduct itself peacefully.

-Your attempt to moderate the war seems to have failed, with numerous powers unwilling to come to the negotiating table or making unrealistic demand. While the move did boost your reputation abroad, its failure is still embarrassing. Some are urging you to keep up your efforts. Along these lines, there are questions about the security of your humanitarian expedition to Germany at this time. With Bavaria invading Tirol, battles occurring throughout Germany, and stark divisions, some see it as too risky. Will you cancel the expedition or move forward with it, whatever the risks may be.

-The "League of Armed Neutrality" has grown since you established it. The United Provinces of the Netherlands and the Bishphoric of Liege have been admitted. With this growth, there are prodecural questions arising as to the nature of the League. You clearly took on an active leadership role by attempting to mediate peace, but other powers are arguing that such major decision should be conducted by a vote among the leaders of member states. This could mean sacrificing control over your own agreement, though it would also make it more attractive to powers still not involved. What will you do?

Kingdom of Sardinia-Piedmont:

-The invasion of Bavaria was a horrible debacle, though much of the Sardinian Army managed to escape to friendly territory. Unfortunately, your men were severely outnumbered and most of your advisors are urging you to coordinate army movements with the Austrians or French moving forward, should they remain in the field. Others are urging you to raise more men at home, combine them with your exisiting army, and pursue more expeditions abroad alone. What are your military goals for these next few months?

-Genoa, with its sale of Corsica, now sits quite vulnerable to your south. No longer is there a place for the leaders to retreat to should they lose their capitol itself, and some are suggesting you take action against them. Clearly Prussia has shown that it is possible to expand freely, so long as you're able to produce results. These advisors would have your men return to Piedmont and attack the unsuspecting Genoese. While the potential rewards are quite large (the 60 million Prussian livres, a sizeable trade fleet), the other Italian states might not take too kindly to the oppresion of one of their own. Will you take a chance and crush the Republic to the south, or remain focused on the fight against Prussia, Britain, Denmark, and the Ottomans?

-The dissolution of the Holy Roman Empire, or at least the attempt to, has frightened some of your subjects. While Sardinia-Piedmont has not been a formal member for quite some time, you have generally maintained a close relationship with the Habsburg Emperors. If ideas about German unification or reform take hold, what is to stop them from spreading to Italy? Some are calling for you to vocally denounce Prussia's actions, while others see them as a blueprint for the future of your realm. What will you decide?

Conclave of 1758, Who will the Powers back?

With the death of Benedict XIV, the Throne of St. Peter has fallen vacant yet again. Naturally, the Cardinals have assembled to elect his successor, though most are willing to privately hear the input of the various Catholic leaders throughout Europe. The next Pope will face issues on a wide variety of topics ranging from the role of the Jesuits in Europe, the Church's position on the War, the future of the Holy Roman Empire, and attempts to modernize one of the oldest institutions in Europe. Naturally there is a clerical faction determined to see one of their own elected, they being comitted to dogma over political issues, but others are more willing to be flexible. Who will you support for this illustrious position or, at very least, what kind of Pope would you like to see? (send to me via PM) Consider carefully, Europe's future could depend on it.
