I'm not really sure this ruling is "an effective rejection of Angela Merkel’s controversial “open-door” refugee policy, which saw more than one million asylum-seekers flood into Germany"? The ruling confirms that current law is current law; i.e. that asylum seekers can be returned to their first country of entry into the EU. But the whole point of Merkel's open-door policy was to voluntarily take in refugees who had already entered another EU-country. Germany will still be able to take in as many asylum seekers as they want, even if they have entered other EU-countries first. It is not like the border countries will be begging to get these asylum seekers back nor will the asylum seekers want to go there. But the ruling helps those countries who don't want asylum seekers, who have already entered another EU-country, and can deport them back to those countries. 

Hopefully, this sentence can put further pressure on Italy to act and stop the migrants from arriving in EU instead of trying to figure out who they can push the problems on to. Unfortunately, the Commission's decision to keep on pushing the unworkable quotas go in the exact other direction.
