Thank you, I find it absolutely necessary that this act be implemented but I welcome debate. Companies should not be allowed to pollute our environments, to make our great, prosperous, beautiful land filthy and potentially hazardous and unsafe. People are actually affected by this, so we need to put it to a stop... I welcome questions though!

Representative Haslam2020, I agree with this bill being proposed. There is a lot of good that could come from this bill. I recommend an AYE vote on this.

I am so happy to see this make it to the floor. I wholeheartedly agree with this bill, and it has my complete support when it comes to a vote. We must do all we can to keep our country clean and beautiful!

While I support the intent of this bill, I must say I think we need some kind of definitions section or something.


Unsafe byproduct is rather vague. Who determines what is unsafe? Is a certain parts per million safe? Who sets that level?

Our environmental services will determine the certain parts per each unsafe byproduct. Unsafe byproduct, in this bill's definition, is something that will negatively effect the river environment, endanger aquatic life, or endanger the river's quality.

Our environmental services will determine the certain parts per each unsafe byproduct. Unsafe byproduct, in this bill's definition, is something that will negatively effect the river environment, endanger aquatic life, or endanger the river's quality.

I think we should seek to amend the bill in such a fashion so as to be more clear as to the administration. It doesn't have to be complex, but it does have to be functional and practical.

I would think that perhaps an amendment stating that the ultimate enforcement capability is entrusted with a specific agency. And then perhaps that agency or another makes the determination as to what constitutes such byproduct.
