I'm gonna write in Mitchel to. Reid was incompetent, I don't know enough about Byrd as Majority Leader to seriously comment, and Daschle had to play it safe considering how fragile his majority was and given the time he served as Majority Leader.

As for the other Party, the best was easily Howard Baker.

Either of Byrd or Baker in terms of accomplishments. I could see an argument for Reid or Dole, I could even see an argument for Trent Lott.

lol @ Bill Frist and Tom Daschle. McConnell's tenure so far has been a struggle.
