The express intent of this legislation is to alleviate the haze of mutual suspicion that has lately typified relations between law enforcement and the public by a two-fold process: first, by collecting and archiving 'round-the-clock footage of all actions by uniformed police via a program of force-wide badge cameras; second, by instituting a fair and objective process for investigating allegations of police misconduct. I wish to be very plain on one point: this bill is in no way an effort to punish or otherwise pillory our region's police officers, the overwhelming majority of whom do their jobs with tremendous courtesy and dedication. It is, rather, intended to ensure that innocent officers are not falsely accused of actions they did not commit, and that those who do stray across the line are swiftly and fairly dealt with.

I will make an application to the Game Moderator's office with regard to the sum of appropriations under Section 2(ii); in the mean time, I encourage the House to bring forward their questions and concerns.

Here is my cost estimate for the purchasing of body cameras outlined in Section 2i.

For my analysis, I didn't consider the costs of data storage and maintenance. These costs are almost certainly much larger than the actual cost of the cameras, so if you want, I can do an estimate for that too. I'm just not sure if the cost to 'implement the program' as described in the act only refers to the statements in Sec.2 (purchase of body cameras) or not.

In order to start, I need to know how long videos will need to be stored. I've read through the act, and there is no specific storage timeline other than the 24-hour requirement. If the storage time is indefinite, then the cost is also indefinite.

I do apologize for not having announced the Prime Minister's amendment as being adopted. I have been very busy lately. I also apologize for not having voiced my opinion on this act earlier. I support this act, as I believe increased accountability and transparency in law enforcement will help improve relations between police and the communities they serve, and this is a desirable goal that needs to be achieved. Camera footage has been shown to be an effective method of achieving this goal, and so therefore I support this act.

OK, I've updated the cost analysis with the storage costs. Storage adds another 405 million, to a total of 705 million.
