In the US, a billion has always meant 10 to the 9th power, or 1,000 million.  Old usage in the UK and some other countries defined a billion as 10 to the 12th, or 1 million million, which is the definition of a trillion in the US.  The UK officially changed to the US definition in the 1970s.
