2016 was such a thorough character assassination I'd be surprised if Jeb ever ran for dogcatcher, and if he did the only votes he would get would be pity votes.

Very unlikely.

Bush's next chance would be in 2024, because we're definitely going to have an incumbent GOP president by 2020. If Trump or Pence get reelected in 2020, the 2024 race will most likely result in a Dem win. If a Dem wins in 2020, the incumbent is probably favored to win reelection in 2024. I also doubt that he would win a GOP primary in the next decades. He's just not the right guy for the majority of the GOP base. He's also out of politics for a very long time by then (already ten years now).

His most plausible path to the presidency, as I see it, is through succession under th 25th amendment. For example, if Trump resigns or gets impeached, then-President Pence appoints him VP and then something happens to Pence himself.

For the record, George P Bush is the son of Jeb Bush and the nephew of George W Bush.

So it was his uncle, George W Bush, not his father, who had the failed Presidential administration, as you call it, and it was his father, Jeb Bush, not his uncle, who had the pathetic Presidential bid, as you call it.  

As to whether Jeb Bush will ever be President, chances are somewhere between next to none and none, translation, no chance.
