It's nearly impossible  to predict how people will act when the prosecutors give culpable people 'offers that they can't refuse', let alone what those offers are.  The President may be a target, and so far as I could guess he could get a paper with an indivisibility clause that offers him a pardon, gives him a list of several persons to be pardoned, and just above a place for his signature:

Effective on (a few hours later) I resign the office of President of the United States, and accept a permanent disqualification for any Office or Commission for profit or pay of the United States of America,  any State or Territory, any City, or any subdivision thereof.
