Louis St Laurent; out of Liberal PMs since he left office, they were all awful but Pearson followed by Chretien were probably the least awful.

Despite never leading a majority government he managed to pass lots of incredibly important things (universal healthcare, pension plan, the abolition of capital punishment, etc) - admittedly the first two were based on stuff that socialist provincial governments had done and the extent of that might be because he relied on NDP support to govern - and when you add in his other work he tops them all and is probably the only one that I could say that I actually quite like.

You mean John Napier Turner?
He wasn't at all involved with the Constitution or the Charter, in fact he left politics in 1975 and went back to the private sector. He would become Prime Minister 2 years after the Constitution was made law.
