I rise in support of this bill. Climate change is currently one of the most pressing problems facing Atlasia, and this bill seems like it would do an excellent job in combating it. From renewable energy rebates and subsidies to a carbon tax, the methods to combat climate change in this bill look to be quite promising. Also, I agree that if this bill is passed, the carbon tax bill should be tabled due to this bill including such a tax.

I've been trying to find the answer to this actually, but I don't know.  Is dollars per million/BtU a flawed measure?

     1 BTU ~ 1,055 J (per Wikipedia).

     According to this spreadsheet from a University of Washington course, a gallon of gasoline has 1.3x108 J, which works out to over 120,000 BTU in a gallon of gasoline.
