The aim of this bill is self-explanatory.  Simply put, there are far more people - particularly millennials - who wish to serve in volunteer programs in our nation than there are spots available.  The Edward M. Kennedy Serve Atlasia Act, which was passed in 2009 to help rectify this problem, did not produce its intended results due to insufficient funds (enough only for 80,000 AtlasiaCorps slots in 2012) and, subsequently, sequestration - which eliminated more than 4,000 of these positions.  This bill is based on a plan that was proposed by Hillary Clinton as part of her 2016 presidential campaign in the United States.  While the long-term goal is to provide over a million service opportunities, passing this bill will be a step in the right direction.

Furthermore, by creating a network for which NGOs and public service programs negotiate with employers and higher-learning institutions for student/employee benefits, Atlasians might enjoy longer vacation periods (with Atlasians being among the hardest-working people in the developed world) and lower college and university costs.

I strongly support this bill. However, I suggest putting a provision that will require an official review of the program in a certain period of time to measure the potential success of the program. From that assessment, the government can judge whether or not to expand the program further or repeal the bill and find another option to help grow the economy and bring unemployment down. I think that the section that limits this to $20 billion over ten years should be reconsidered after the assessment. I personally believe that this program will be a success and allow people to learn necessary skills needed to get jobs and prosper without becoming overly dependent on the government. We can also consider allowing regions to take control and administer parts of AtlasiaCorp programs provided that they meet or exceed the minimum required federal standards in order to maintain the quality while cutting down the federal bureaucracy. This is a perfect example of a plan that fits my philosophy of striking the best balance between government using its power fairly and effectively while not attacking citizens' personal freedoms. I agree that we should have a more active Atlasian government, and I will do my part in stimulating our political debates.

My question would be whether that $8 billion dollar investment just occurs in the current calendar year or whether it is meant to continue? If so, funds will surely run out under the imposed cap of $20 billion over 10 years.

As was mentioned earlier in the Senate debate, the $8 billion is part of the $20 billion total.  (This bill is based on a real-life plan Hillary Clinton proposed during the last election, and the total cost of that program is $20 billion.)

Well we can just hope the sum total is less than 20 billion, otherwise you have an absolute mandate to do x in Section 4 and a limit that could preclude such below.
