How was it reckless? Wasn't he on the verge of a peace deal with Pakistan before getting thrown out in the 2004 election?

How was it reckless? Wasn't he on the verge of a peace deal with Pakistan before getting thrown out in the 2004 election?

I should have said his initial nuclear tests in the 90's needlessly inflamed things. He got better, but not enough to redeem himself.
