I frankly don't care how this is amended, worded, structured, changed or altered, as long as it gets done.


In 2010 there was a decision to reinstate the budget process during the Afleitch and  Purple State administrations. Legislation similar to section 1 was offered by then Senator Badger and was passed. I was a member of the subsequent committee chaired by GM Purple State and then his successor Badger in that post. We compiled all the relevant laws stretching back 5 years, composed a budget format and submitted it to Congress as mandated. This even while a Constitutional Convention was starting to rewrite the Second Constitution into the Third Constitution.

Bottom line, this can be done. We have spent most of the past year with a budget just around the next corner only for it to not happen and I am sick of it. It is time for the Congress to act, time to set up a process, and  time to get this done.

It is of the utmost importance that the Atlasian Federal Government puts together a budget. Without one, the government won't be able to pay its bills or work properly. It is unfortunate that Atlasia has not had a budget since the 2016 game reset. Compiling a budget will make the government work much more efficiently and effectively. It is absolutely necessary that Atlasia has a budget for every year, starting with the fiscal year 2018. A Budget Process Committee, the formation of which is outlined in this bill, is a promising and productive method of formulating a budget. Therefore, for all of the reasons outlined above, I support this act.

Technically, it hasn't been quite that long. The former Senate passed a budget in early 2016 that was signed into law by then-President Griffin and remained in effect until June 9, 2016 (when all laws passed prior to the ratification of the Fourth Constitution became null and void). So, we've been without a budget for a little less than 14 months.

As I recall, there was an effort by the First Congress to organize a Joint Committee on the Budget that produced some interesting ideas on tax reform, but ultimately did nothing to implement them. Then there was the October election fiasco when nobody knew who the president was for almost a month, and that pretty much scuttled any chance of an eleventh-hour push to get something through Congress before years' end.

This is the sort of thing that is not terribly difficult or time consuming, but does require Congress and the president to be proactive and not wait until the very last moment to act. If the Senate could accomplish this in 2015, with the ConCon and the December holiday season sapping everyone's attention, then surely the present Congress can do it now.

Yeah, not much to oppose about this. Having a budget is critical for the operations of our government and nation. We should probably pass this sooner rather than later.

     As someone who was instrumental to creating and maintaining a budget in the South, I am pleased as punch to see the federal government doing important work on this issue. This bill has my support.

The purpose of this bill, as written in the bill itself, is to create a budget for the first time in four years. However, I have discovered that a budget was in fact created more recently than four years ago. https://uselectionatlas.org/FORUM/index.php?topic=222312.0 was passed in early 2016 for the fiscal year 2016. However, the budget only lasted for a few months because of the game reset in June of that year. But because this budget did in fact exist for a few months, I propose the following amendment to make this bill more factually accurate:

I am fine with the amendment, but I would note that the mission statement at the top is technically changeable by the PPT/Speaker without amendment, as it merely summarizes what the text of the law itself does, the actual law is only contained within the inner quote box.

This was certainly followed with regards to the Healthcare law, since the summaries differed slightly between the House and Senate versions that passed, but the inner quote box was the same so the VP signed off on it and it went to the President for signature.


I would also note that I speed typed this thing up at four o'clock in the morning, so I expect this will not be the last amendment to rectify the inadequacies of composition at such an hour and in such a state as I was at the time. Tongue
